Robert Gochfeld is a land use expert and attorney, and serves as Counsel and land use and development consultant on various matters to Sheldon Lobel P.C. From 1968 to 2002, Mr. Gochfeld was employed by the City of New York, first in the Housing and Development Administration (from 1968 to 1975), working closely with architects, engineers, developers and attorneys in the coordination and development of urban renewal projects, and then (from 1975 to 2002) in the Department of City Planning, both as an attorney in the office of counsel and principal planner in the technical review division, ultimately in charge of all changes in the city map, citywide. He authored the in-house instructional and procedural manual for city staff for changes in the city map as well as the publicly distributed information brochure for applicants for changes in the city map. He has been an officer, counsel and board member of several not-for-profit corporations. He is involved in various aspects of zoning and land use actions as well as real estate tax benefit programs and has provided testimony in a number of land use cases.
